Nefco is launching a Request for Proposals (RfP) to establish a pool of qualified consultants under a framework agreement supporting the Nefco Green Recovery Programme for Ukraine, financed by Sida. The framework will provide technical assistance for the preparation and implementation of municipal infrastructure projects across Ukraine.

The selected consultants will support municipalities and project implementation units (PIUs) in developing a pipeline of investment-ready projects. Assignments may include project screening and preparation, feasibility studies, environmental and social assessments, development of implementation plans, as well as support for procurement and construction supervision.

The programme aims to strengthen municipal capacity and support the delivery of sustainable infrastructure investments across the country. Through structured technical assistance, the programme helps transform project ideas into bankable investments that can attract financing from international partners and financial institutions.

The framework agreement will be valid for up to six years. Individual assignments will be awarded through call-off contracts based on specific project needs. The total budget for consultancy services is expected to reach up to EUR 5 million, with individual assignments typically ranging from EUR 50,000 to EUR 500,000, depending on scope and complexity.

Nefco invites experienced consulting firms with strong track records in municipal infrastructure, project preparation and implementation support—particularly in Ukraine and Eastern Europe—to submit proposals.
