Procurement of Equipment and related works for the project “Energy Efficiency improvements in Public Buildings in the city of Kovel, Volyn region, Ukraine”

This Invitation for Tenders follows the General Procurement Notice for the project “Energy Efficiency Improvements in Public Buildings in the City of Kovel, Volyn Region, Ukraine”, published on the Procurement Notices section of Nefco’s website on 7 January 2026.

Kovel City Council intends to use part of the grant funding provided by Norway and managed by the Nordic Environment Finance Corporation (Nefco) under the Green Recovery Programme for Ukraine, together with municipal co-financing, towards the implementation of the project.

Kovel City Council now invites tenders from contractors for energy efficiency improvements in two public buildings in Kovel: Kovel Lyceum No. 1 and Preschool Educational Institution No. 10. The procurement is divided into two lots and includes comprehensive building renovation, upgrades to heating and ventilation systems, and the installation of rooftop solar PV systems with energy storage.

Tenders and subsequent contracts financed under the project shall be subject to Nefco’s Procurement Policy and Procedures.

Tenderers may submit tenders for one or both lots. When preparing their tenders, Tenderers should take into account that the works are expected to commence in October 2026 and must be completed no later than November 2027.
