Kropyvnytskyi City Council plans to announce tenders for the procurement of works, goods and services under the project “Energy Efficiency Measures for Refugees Housing of Destroyed Bakhmut Community, Ukraine”. The tenders are expected to be launched in the second quarter of 2026.
The project foresees the capital reconstruction of a dormitory in the Nove urban settlement of Kropyvnytskyi territorial community to provide housing for refugees from the destroyed city of Bakhmut. The project will significantly improve living conditions and ensure energy-efficient, modern and accessible housing.
To implement the project, the City intends to use grant funding provided by the E5P Fund and administered by NEFCO, as well as its own co-financing. The total estimated project budget is approximately EUR 4.7 million (excluding VAT).
Within the framework of the project, contractors and service providers will be engaged for the implementation of works, supply of equipment and materials, and related services, including:
- thermal insulation of building structures
- installation of energy-efficient windows and doors
- modernisation of heating and hot water systems, including IHS and heat pumps
- installation of mechanical ventilation systems
- installation of internal electrical systems and LED lighting
- installation of a solar PV system with battery energy storage
- interior renovation and spatial reconfiguration
- installation of lifts and accessibility solutions
- construction of a civil protection shelter
- site improvement and landscaping
Procurement will be conducted in accordance with NEFCO Procurement Policy and Procedures.
