General Procurement Notice – Supply and installation of a flue gas condenser for a biomass boiler in order to improve the provision of centralised heat supply services in the city of Lutsk

Public Utility Enterprise Lutskteplo of Lutsk City Council (Lutskteplo) intends to use the proceeds of grant from Government of Sweden (up to EUR 1,040,000) administered by the Nordic Environment Finance Corporation (Nefco), as well as own proceeds of financing (up to EUR 60,000), towards the cost of the Project.

The Project is being implemented based on the Grant Agreement between Lutskteplo and Nefco dated 16 July 2024.

Project Description:

• Introduction of flue gas condenser for a 5 MW biomass boiler located in the premises of Lutskteplo’s boiler house which is adapted for the flue gas and DH return heat carrier flow respectively, with heat capacity of approx. 0.74 MW.

• Introduction of particular measures to improve energy efficiency in residential and public building connected to DH networks of Lutskteplo; the measures may include both low-cost measures (like adjusting automatic controls) and more expensive retrofits of building-internal heating systems; the final list of measures shall be specified at a later stage of Project implementation.

Lutskteplo therefore announces competitive tendering for the works, goods and services defined by the above-named project and listed below.

Contractors will be selected for implementation of contracts in the following areas:

• Supply and installation of flue gas condensers;
• Additional measures improving general conditions of the buildings or indoor environment in the buildings.

Tendering for the contracts is expected to begin in Q4 2024 and finish in Q1 2025.
