Consultancy Support for Market Analysis & Green Transition Programme Design in Ukraine

NEFCO invites qualified consultants to submit proposals for RfP SE01-2026-143: Consultancy Support for Market Analysis & Green Transition Programme Design in Ukraine. The assignment seeks consultancy support to conduct a market assessment and develop a practical, market-informed and private sector-oriented programme to accelerate Ukraine’s green transition, identify bankable opportunities, mobilise Nordic expertise and private sector investment, and support sustainable green growth.

Consultants are expected to demonstrate relevant experience in market assessments, private sector development, programme design, blended finance or results-based financing, stakeholder engagement, and investment mobilisation, preferably in Ukraine, Eastern Europe, or other emerging and high-risk markets.

With an indicative level of effort of approximately 300 working days and a budget of up to EUR 295,000, the assignment will be procured through an open competitive selection process, with evaluation based on technical quality (90%) and financial proposal (10%).

Proposals must be submitted in separate technical and financial submissions by 11 August 2026 at 12:00 (Helsinki time), with questions accepted until 21 July 2026.
