The completion of the first modern boiler house signals a turning point for thousands of residents in Kremenchuk. International collaboration and targeted investment are transforming daily life, offering not just warmth but renewed confidence in the future.
As winter approaches, residents of Kremenchuk in central Ukraine can now rely on a stable and efficient district heating system. The newly inaugurated boiler house represents a major milestone in restoring critical infrastructure destroyed during the war. This achievement was made possible through funding from Denmark and implemented by Nefco.
The boiler house delivers reliable heat and hot water to thousands of homes, schools, and hospitals. For many families, this means security and dignity after years of uncertainty caused by the deliberate destruction of energy infrastructure during the full-scale Russian invasion.
This is the first completed facility within the first component of a larger project. Component 1, funded with EUR 6.47 million from Impact Fund Denmark, focuses on the supply, installation, and commissioning of two new boiler houses. This upgrade, along with future improvements under the larger project, will significantly strengthen the reliability and efficiency of heat and hot water supply in the Rakivka district of Kremenchuk.
For citizens of Kremenchuk, the new boiler house is more than infrastructure: it is a symbol of resilience and renewal.
“This project means security for thousands of residents,” said Vitalii Maletskyi, the mayor of Kremenchuk. “It is a clear signal that our international partners stand firmly behind our people and our future. Kremenchuk deeply appreciates the unwavering support from the people and the government of Denmark.”
The inauguration ceremony, held at the end of October, brought together key stakeholders, including the Danish Ambassador to Ukraine, Impact Fund Denmark, and Nefco. Their presence underscored the importance of international cooperation in Ukraine’s recovery and resilience.
“Denmark stands firmly with Ukraine, and ensuring heating for families is a critical part of that support,” said Thomas Lund-Sørensen, Danish Ambassador to Ukraine. “Reliable heat is essential for survival, but it also enables communities to rebuild and look to the future.”
“This project is about more than pipes and boilers. It’s about giving people a sense of stability and hope as winter sets in,” said Søren Møller, Head of Impact Fund Denmark Office in Kyiv. “We are proud to contribute to solutions that help communities recover and move forward.”

Denmark remains one of Ukraine’s most significant supporters relative to its size, channelling reconstruction aid through trusted partners like Nefco. With decades of experience in financing sustainable infrastructure in Ukraine, Nefco plays a critical role in ensuring that investments deliver both resilience and environmental benefits.
“Nefco’s Green Recovery Programme for Ukraine and projects like this are designed to bring both immediate enhancement of urban resilience and long-term sustainability,” said Iryna Fedorenko, Programme Manager at Nefco. “Our partnership with the city of Kremenchuk is a strong example of how collaboration can create a more sustainable, secure, and comfortable living environment for both local residents and internally displaced people who have been forced to leave their homes.”
The full project, with implementation continuing through 2026, comprises three components and totals EUR 15.6 million in financing, supported by Impact Fund Denmark, the Eastern Europe Energy Efficiency and Environment Partnership (E5P), Sweden, and with co-financing from the city of Kremenchuk. Once fully completed, the project is expected to benefit 25,000 residents and reduce CO₂ emissions by 10,700 tonnes and gas consumption by 5.3 million cubic metres annually.
