Nefco develops Nordic approach for high-integrity carbon market cooperation

Stakeholder input will help shape a Nordic framework aimed at strengthening transparent and high-integrity participation in carbon markets.

Nefco is developing Nordic Quality, a practical framework to help Nordic governments, companies and investors engage in international carbon markets with high environmental integrity, transparency and confidence.

As carbon markets under Article 6 of the Paris Agreement move from rulemaking to implementation, many organisations are seeking practical guidance on how to participate credibly and effectively. Nordic Quality aims to provide a shared Nordic reference point by translating values such as transparency, trust and sustainable development into practical principles for high-integrity carbon market cooperation.

“Article 6 is entering a new phase where implementation matters as much as the rules themselves,” says Kari Hämekoski, Senior Programme Manager at Nefco. “Through Nordic Quality, we seek to provide practical guidance while supporting climate action that delivers real environmental and sustainable development benefits.”

The framework builds on Nefco’s long experience in carbon finance and international climate cooperation, including its management of carbon funds and support for the Nordic Initiative for Cooperative Approaches (NICA). Rather than creating a new carbon credit standard, Nordic Quality complements existing international mechanisms by providing practical guidance that reflects Nordic priorities and expectations.

Nordic Quality will also help shape Nefco’s future carbon market activities, ensuring that investments and partnerships are guided by high standards of integrity, transparency and sustainable development.

Take part in the stakeholder survey

To ensure the framework reflects stakeholder needs and expectations, we are inviting feedback from Nordic and international stakeholders through an online survey.

The survey is targeted toward public authorities, companies, financial institutions, investors, industry associations and other organisations with an interest in carbon markets. The feedback will help refine Nordic Quality and support its practical application.
