One of the largest day-care centres in Căușeni, in south-eastern Moldova, has undergone energy-efficiency modernisation that is dramatically improving daily life for nearly 400 children and staff in the community.
In Căușeni, a small city with around 18,000 residents, day-care centre No. 2 stood as one of the largest early childhood education institutions. Built in 1976 and largely untouched by major renovations since then, the building suffered from poor thermal insulation, frequent roof leaks, significant heat losses and excessive energy usage. During winters, indoor temperatures dropped to 15–16°C, making staying uncomfortable for educators and children alike.
Thanks to loan financing from Nefco through its Energy Saving Credits programme, nearly 400 children and staff of the day-care centre now benefit from a warmer learning environment, while the municipality is seeing significant energy savings.

Creating comfortable spaces for children
With a total project budget of EUR 514,000, comprised of a Nefco loan of EUR 386,000 and a local contribution of EUR 128,000, the project included the implementation of comprehensive energy-saving measures, such as thermal insulation of the building’s façade, attic, and basement soffit, along with a roof replacement. These upgrades have not only reduced energy consumption but also extended the building’s lifespan and enhanced the learning conditions.
Following these improvements, the day-care centre has achieved annual heat savings of approximately 500 MWh, reducing heat consumption by some 50%. Furthermore, the project has resulted in annual CO₂ emission reductions of around 100 tonnes, as well as approximately EUR 115,000 in annual savings for the municipal budget.
For those working inside the building, the upgrades are far more than technical.
“This project was absolutely essential for our institution,” says Ina Ababi, Headmaster of the day-care centre. “Before the project, the building was cold, outdated, and very costly to heat due to significant heat losses. Even the roof required urgent repairs. Now, we are saving nearly 50% on heating costs. However, it is not just the numbers that reflect the efficiency of the project—more importantly, the warmth inside is something you can feel. The difference is truly noticeable.”

Happier teachers, reassured parents
Beyond energy savings, the renovation has transformed the daily atmosphere for educators, children, and their families.
“Educators are very satisfied with the new teaching conditions,” says Svetlana Gogu, a teacher at the day-care centre. “In the past, parents used to bring in electric heaters just to keep the rooms warm. That is no longer necessary.”
Eugenia Ceban, another teacher, notes the improved look and feel of the day-care centre. “Aesthetically, the transformation is significant. Now when we walk through the gate, we are greeted by a bright, colourful façade. Before, with the damaged roof, we used to worry every time it rained because water would seep inside. With that stress gone, things have improved considerably, and we can focus much better on our mission. Even the parents are commenting on positive changes.”
“The goal of this project was to create a more comfortable environment for children and educators to raise a healthy new generation in a pleasant atmosphere,” says Vitaly Artyuschenko, Programme Manager at Nefco. “But just as important is the fact that this is an energy-efficient, environment-focused project. Thanks to the modernisation, we have helped to reduce CO2 emissions and save municipal funds, freeing up resources for other education-related priorities. As Moldova has faced enormous challenges in light of the war in neighbouring Ukraine, this project is one way we are reaffirming our support for the country’s green, European future.”
The revitalisation of day-care centre No. 2 in Căușeni is part of the Energy Saving Credits loan programme, launched by Nefco in Moldova in 2019. The programme supports small-scale energy-efficiency investments in public facilities such as day-care centres, schools and hospitals, as well as street lighting. Nefco has already completed successful street lighting projects in Ungheni and Festelita and is currently implementing the first joint energy-efficiency project in Moldova with the Eastern Europe Energy Efficiency and Environment Partnership (E5P) to refurbish healthcare facilities across four Moldovan districts.
