Reconstruction of Domestic Hot Water (DHW) supply with Ground-Source Heat Pumps (GSHP) for two Dormitories of National University of Water and Environmental Engineering in Rivne

National University of Water Environmental Engineering (NUWEE) hereinafter referred to as “the Employer”, intends to use part of the proceeds of a grant from the Nordic Environment Finance Corporation (NEFCO) to-wards the cost of:

  • Detailed design
  • Geotechnical investigation and testing/Thermal Response Test (TRT) using one borehole, following relevant EU standard (for instance the coming ISO/DIS 17628
  • Installation of 90 kW heat pump (DHW supply for both dormitories №7 and №8). Turn-key installation is foreseen (incl. design, equipment supply & installation, commissioning)
  • Heat Accumulation Tanks (12-15 m³ based on the final design)
  • Automation (incl. web-based server)
  • Training for University teachers / Students on modern ground-source heat pumps applications

The heat pump will be installed in the service building between the dormitories. The Employer’s responsibility is to renovate this building. Ground probes will be located between two dormitories. It is foreseen 2 zones of probes (preliminary, each of 45 kW).

The Employer now invites tenders from Contractors for the following contract to be funded from part of the proceeds of the grant:

  • Supply and Installation of the Heat Pump system (Project works), including the TRT tests
  • Dismantling works
  • General construction works
  • Installation works
  • Improvement of the territory
  • Tests, start-up and commissioning
  • Training, maintenance and operating instructions

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

The Tenderer has the financial, technical and production capability and capacity necessary to perform the Contract, and Tenderer’s average annual income in the last three years (3) was at least two times greater than price of his tender. In case of tender submitted by JVCA, the leading partner should demonstrate at least 60% compliance with the requirement;
The Tenderer (each JVCA partner) is not a bankrupt or under bankruptcy procedures according to the national legislation or regulations; The Tenderer has successfully supplied such equipment and work to other Employers and has completed at least two (2) similar contracts should be of value of at least 80% of the Tender Price in the last five (5) years; in the case of a Tenderer offering to supply plant under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the plant’s manufacturer or producer to supply the plants in the Purchaser’s country.

The Tenderer shall submit evidence that it will be represented by an Agent in the country, equipped and able to carry out the Contractor’s maintenance, repair and spare parts-stocking obligations prescribed in the Conditions of Contract and Employer’s Requirements, where a Tenderer does not conduct business within the Employer’s Country.

Funding is tied to Finnish content, meaning that each project financed by the Finland Ukraine Trust Fund must have a Finnish interest in the form of consulting, supplies or investment. A Tenderer has to ensure that the level of the Finnish content is at least 30% of the total value of the bid.

In preparation of their offers, the Tenderers should take into account that the works in this contract will tentatively start on April 2020 and end on November 2020.
