NEFCO seeks to short-list qualified Consultancy firms to undertake a detailed scoping and programme design activity in Zambia with a view to test Results-Based Financing (RBF) incentives for verified impact and innovation grants to promote innovative clean cooking solutions.

The purpose is to analyse and test the market for clean cooking solutions in urban Zambia, with a potential roll-out and further extension to up to five other countries supported by Sweden/Sida in Sub-Saharan Africa (SSA). The work will complement the Swedish financed activities undertaken under the Beyond the Grid Fund for Africa www.beyondthegrid.africa a facility which is managed by NEFCO.

Phase I – Market Scoping and Outline Recommendations – where the Consultant will be tasked to carry out a detailed market assessment of the clean cooking market in up to 6 SSA countries (Zambia (in depth) plus Kenya, Mozambique, Rwanda, Tanzania and Uganda) and make conclusions and outline recommendations for a RBF programme to promote and incentivise expanded and accelerated use of clean cooking innovative fuels, solutions and business models.

Phase II – Detailed Design Planning – where the Consultant based on conclusions and recommendations made in Phase I will be tasked to design a concrete RBF incentive pilot approach for expanded and accelerated use of clean cooking.

Assignment Start Date and Duration: The assignment is expected to start in September 2020 and last for up to 10 months.
Maximum Budget Available for the Assignment: Up to EUR 200,000 (exclusive of VAT).
Funding Source: Sweden /Sida, Beyond the Grid Fund for Africa via NEFCO.
